JEFF FARMER
PRESIDENT
Mr. Farmer joined UTILITY SERVICE CONTRACTORS INC. in 2007 after completing 20 years of honorable service to our country. During his military career, Mr. Farmer served as drill instructor, recruiter, training instructor and an A-team detachment Sergeant in the US Army Special Forces. He received an Associate of Arts from Troy State University and a Bachelor of Science in Russian Studies from Excelsior College. Mr. Farmer is a veteran of two wars and was awarded the Bronze Star for his actions in combat while serving in Afghanistan.
BRYAN EDWARDS
CHIEF OPERATING OFFICER
Mr. Edwards joined UTILITY SERVICE CONTRACTORS INC. in 1996. With a background in business operations management and accounting, he is responsible for all engineering and physical plant operations. Mr. Edwards has coordinated numerous system upgrades, HFC construction and Fiber-To-The-Home projects. He attended Montreat-Anderson College on an athletic scholarship and graduated from the University of North Carolina at Asheville with a Bachelor of Arts in Business Management.
DION KING
FLEET SERVICE & EQUIPMENT MAINTENANCE MANAGER
Mr. King joined UTILITY SERVICE CONTRACTORS INC. in 1995 as the lead mechanic. Mr. King manages vehicle and equipment maintenance specializing in Ditch Witch and Vermeer Directional Drills and Plows. He has experience with Cat, John Deere and JCB heavy equipment. His vast knowledge in Bucket trucks, diesel and gasoline motors is second to none.
PAUL “SIL” PRYOR
VP OF OSP CONSTRUCTION
Mr. Pryor joined UTILITY SERVICE CONTRACTORS INC. in 1997. With a background in Electrical Installation & Maintenance at Gaston College, Mr. Pryor has led projects in various regions at USC, including South Carolina, North Carolina, Virginia, as well as one of the abroad projects in San Juan, Puerto Rico.
GREGORY “SHAWN” MALTBA
PROJECT MANAGER
Mr. Maltba has been with UTILITY SERVICE CONTRACTORS INC. since 1998 and is well versed in all aspects of OSP construction. Over the years, he has managed countless projects in markets throughout Virginia, North Carolina and South Carolina. For the past decade, Shawn's primary focus has been dedicated towards providing service to residential and business premises.
JEFF KOWALCIK
PROJECT MANAGER
Mr. Kowalcik joined UTILITY SERVICE CONTRACTORS INC. in 2017 with an extensive history in telecommunications construction. He spent the first eight years of his career working with residential installations and service drops before moving solely to OSP construction. Since making the switch, Mr. Kowalcik has worked as an Operator, Foreman, Field Supervisor, and for the past eighteen years, Project Manager for fiber optic infrastructure projects in various states throughout the southeastern United States.
JIMMY DANIELS III
PROJECT MANAGER
Mr. Daniels joined UTILITY SERVICE CONTRACTORS INC. in 2019. While serving 8 years in the Army and Army Reserve, he graduated with a Bachelor of Arts in Criminal Justice from the University of South Carolina at Columbia in 2016. Mr. Daniels specializes in coordinating mainline construction projects and managing fiber optic drop crews. He manages all aspects from planning to termination at the home. Mr. Daniels communicates daily with multiple subcontractors that execute aerial and underground installation in addition to running an in-house work force.
TIM HELTON
PROJECT MANAGER
Mr. Helton recently joined Utility Service Contractors, Inc. in May 2025. He has 33 years of experience with infrastructure and underground utility construction, with the past 17 years dedicated to managing projects throughout the southeast region. Originally an operator, he is very adept at overcoming geographical challenges that arise during OSP construction.
LEXIE EDWARDS
CONSTRUCTION ADMIN.
Ms. Edwards joined UTILITY SERVICE CONTRACTORS INC. in 2023 after completing her undergrad at the University of South Carolina, graduating with a Bachelor of Science in Hospitality Management and a minor in Public Relations & Advertising. Ms. Edwards began at USC helping manage drop services to our local customers. She now specializes in organization over local drop services, mainline construction, and invoicing.
